Thus you have made a great setup which many will enjoy as all the roles will surely be useful. How to center it around the role is easy, just think of ways it could be countered ( Sheriff, Investigator, Escort, Jailor.) Then put roles which help the Serial Killers ( Neutral Evil, etc.).
